The
six papers contained in this book address to the task
of new economic policies and tax reforms beging attempted
in India
The
chapter on Towards a New Adjustment and reform Rational,
emphasiser the need for recasting our entire development
and planning profile on a self-reliant, domestic savings-based,
austere, wage-goods productivity-based foundation.
The
second chapter provides a detailed analysis of the
development and structure of tax reforms in India
since Independence. India's fiscal problems are indentified
and a policy frame work for the future is provided.
After reviewing a number of valuable reports of the
government commissions on taxation, the most important
one relating to the Chelliah Committee is also examined.
Chapters three and four deal with the development
expenditure and public debt in India and debt-tax
revenue ratio and government spending with the latest
empirical analyses.
In
the context of agricultural development, the chapter
on consumption behaviour and Demand Projections of
fertilizers in India is important. The chapter also
provides the guidelines for deciding the future demand,
using the model of Tobin.
The
last chapter on regional Economic change and development
policy in India is an important one as the disparities
in development in the various regions in India still
persist, in spite of the planned era of over four
decades. The picture of regional differentiation in
terms of economic policy been given very well and
suggestions for bridging the gaps in development between
different regions are pointed out.

M.S. Swaminathan in his 'Foreword' has said that "the
book addresses issues of great contemporary relevance.
It provides valuable insights into areas requiring
urgent attention from planners and public policy markers."
It
is hoped that this book will be useful to planners,
policy makers, as well as academicians, researchers

Dr.
K. Puttaswamaiah who has had a brilliant academic
record during his educational career, is a prolific
writer both in English and Kannada. He has authored
about 30 books, most important among them are listed
separately. He has translated into Kannada the celebrated
work Value and Capital of the Nobel Prize Winner Prof.
J.R. Hicks. His book on Unemployment in India-An Analysis
in Kannada has received the Mysore University’s
Award of First Prize. He has specialised in Project
Formulation, Appraisal, Evaluation and Cost-Benefit
Analysis. Besides the books on these subjects, he has
formulated a large number of projects for the Government
of Karnataka for World Bank’s assistance and conducted
evaluation of several projects and programmes. He has
to his credit about 250 articles published in various
journals of repute.
Dr. Puttaswamaiah was the technical Chief of the Planning
Department (Senior Director), Government of Karnataka
and was incharge of Planning, Project Formulation, Appraisal,
Evaluation and Rural Development. He has over three
decades’ practical experience in these fields.
He held the post of Director, Drought-Prone Areas Programme,
Rural Development Department concurrently with the post
of Senior Director, Planning Department for over a decade.
Earlier, he was Editor, State Gazetteers. He has widely
travelled abroad and has attended a number of international
and national seminars and conferences. He has worked
on a number of national level advisory and steering
committees.
At present, he is the Chief Editor, Indian Journal of
Applied Economics, Bangalore, and a Member of the Karnataka
State Gazetteers’ Advisory Committee.
