The
Story of Himachal Pradesh, its formation, enlargement
in size and, finally, its emergence as a full-fledged
state is founded on the abiding faith of the people.
The edifice that has been built brick by brick with
loving care is a living tribute to them.
One of the dominant phases of the stat's history is
the integration of the 30 odd princely states into
India. After integration, democracy was institutionalised
here in 1951, when the area became a part 'C' state
endowed with a legislature and a Council of Ministers.
Soon it was swept away before the whirlwind let loose
by the reorganisation of the states in 1956. At the
end of a seven year long peaceful political struggle
the territory witnessed the revival of the Legislature
in 1963. In the meantime the people were made to experiment
with Territorial Council an archaic form of self government
machinery. It was after an exceptionally long period
of probation that the state eventually was born as
a federating unit of the Union.
This Book, giving a chronological account of the struggle
which the people had to wage first to free themselves
from the feudal domination and then to win the appurtenances
of democracy, has appeared not a day too soon. It
fulfills a long-felt need and is bound to form an
authentic chronicle of the events right from the satrt
to the end of long march in January 1971.
This tale of the chequered political and constitutional
march of the State the ups and downs, the trials and
tribulations, the successes and the failures has received
an objective treatment at the hands of the author.
His early background, experience, extensive interaction
with the surviving actors of the drama, and above
all, his keen observations made from a point of vantage,
have gone to enrich the factual narration which in
itself is the end product of an indepth study and
research.
The work, no dubt, will be of great interest to the
scholars, teachers and students of the history of
Himachal Pradesh, of Indian Constitutional history
and Indian politics.

V.
Verma has had varied experience in the state forces
during the second world war and in the government. He
began his career in the civil service of the erstwhile
Suket State. On the formation of Himachal Pradesh, he
embarket upon a career that saw him rise from a humble
job in district administration to the chief executive
position of the secretary of Himachal Pradesh Legislative
Assembly.
After retirement from government service he was one
of the presiding members, first of the District forum
and later of the state commission, the courts constituted
under the consumer protection Act, 1986. He is an advocate
on the rools of the Himachal Pradesh Bar.
Mr. Verma has contributed innumerable articles on topics
mainly relating to the parliamentary procedures in reputed
journals. He has authored a couple of monographs on
the evolution of Himachal Pradesh Legislative Assembly.
