Since the Fourth Five year Plan, a new strategy of poverty eradication was adopted. Specific poverty eradication programmes for target groups and specific areas were started. These programmes have passed through a number of phases since then, but their impact has been far from satisfactory. Several evaluation studies have been made to find what has gone wrong. A close scrutiny of the evaluation studies of poverty alleviation programmes raises a number of important issues, which need closer examination. The present work therefore makes an attempt at examining these studies and various poverty alleviation programmes to pinpoint the areas of failures in order to find a way to make these programmes more effective and useful.
