 About the book...

The present study addresses itself to the issues and concerns involved in tribal development. Implicit in this exercise is the critique of the development policy pursued in the past as well as the search for an alternative strategy. Development in itself is a highly complex phenomenon, and the complexity gets further compounded as one moves onto the tribal context. The two-pronged colonial policy for the ‘uplift’ of the tribals—‘detribalization’ and ‘leaving them alone’—proved to be as ineffectual as did the uniform blueprint or approach. Lately, it is being contended that even the sub-plan strategy, which was considered to be a positive and very useful device has not had the desired impact.
Hence, in a country like India having a number of tribal pockets in different states with variegated geophysical conditions and resource base, the strategies of tribal development have, of necessity, to be area-specific and in tune with the peculiar socio-cultural ethos to be effective and meaningful.
Against this backdrop, the present multi-disciplinary study focuses on issues and problems relating to development paradigm, tribal development administration, economic disparities, the changing scenario of agriculture and forestry in tribal areas, certain aspects of environment, demography, nature and instruments of change or social transformation, including education and cooperatives, tribal customs, traditions, religion and folk music, as also on certain myths and realities about the tribes and tribal areas of Himachal Pradesh.
The book has thirty-six papers divided into nine sections, besides an introduction. These papers have been contributed by scholars belonging to different cognate disciplines like anthropology, history, economics, botany, geography, political science, law, education, commerce, literature, music, Buddhist studies, etc.

Professor S.K. Gupta is presently Director, Institute of Tribal Studies, and heads the Department of History, H.P. University, Shimla. He has been Fellow of the Indian Institute of Advanced Study, Shimla and Director, ICDEOL.

Dr. V.P. Sharma is presently Director, Pre-Entrance Coaching Centre for the Scheduled Castes and Scheduled Tribes, and Professor in the Department of English, International Centre for Distance Education and Open Learning (ICDEOL), H.P. University, Shimla.

Dr. N.K. Sharda, Professor in the Department of Economics, ICDEOL, H.P. University is at present Pro-Vice Chancellor of H.P. University.
