In
spite of the availability of various natural resources
in adequate quantity and the launching of several
developmental programmes over the past years backed
by the allocation of sizeable plan outlays, the Uttarakhand
region has continued to remain underdeveloped in certain
socioeconomic aspects. The problem related to the
developmentof Uttarakhand has, therefore, continued
to be a burning topic among planners, policy makers,
social scientists and academics seriously involved
in regional development.
It is with this in mind that the author has attempted
the present study. For this, a fairly detailed analysis
has been carried out using both primary and secondary
data to throw light on the problems of the region
using his research experience of over twenty five
years. The author reviews the developmental efforts
undertaken in the region, constraints to development
and the existing levels of development achieved by
the differents sectors. It also examines the possibility
and potentials which exist in different economic sectors
such as agriculture, horticulture, handicrafts and
household industries, organised industrial sector
and infrastructure.
It is hoped that the present study would be useful
for planners and policy makers as well as students
interested in regional development in general and
the development of Uttarakhand region in particular.

G.S. Mehta(1954) is a faculty member in the Giri Institute of Development Studies, Lucknow. Prior to this he was in the staff of Indian Institute of Management Ahmedabad, and the department of Economics, University of Bombay. He has been engaged in research in economic developmet for over two decades and has over three dozen research papers and over a dozen research reports to his credit, besides books on sources of data documentation on the economy of U.P. (1987); Education, employment and earnings (1990); and socio-Economic aspects of Migration (1991). At present he is engaged in issues related to the development problems of Uttarakhand. He has participated in various national and international seminars and workshops in India and abroad and also visited Development Research Institute, Tilburg, The Netherlands in 1987.
