Uttarakhand or Uttaranchal, despite having natural resources in abundance, ironically, continues to remain a backward region even after various efforts made for its development. A few years after independence, the people of this region started raising voice for a separate state. It is notable that all the Himalayan regions right from J&K to north-east, except Uttarakhand, comprise nine separate states. Compared with these nine hill states of the country, Uttarakhand is larger than seven hill states in geographical area and is the second largest hill area so far population is concerned.
It is hoped that as a separate state, Uttarakhand, in future, will be one of the leading states of the country. A proper planning process for overall development of the new state will be required for the policy-makers. This book makes an effort in this direction and will prove to be quite useful for policy-makers, administrators and researchers.
